Hanoi, November 17, 2025 – Discovery Group has successfully organized the High-Speed Rail Technology Strategy Conference with the participation of six leading global expert partners, aiming to discuss optimal technical solutions for the North–South High-Speed Railway Project.

 

The meeting, held on 17/11/2025, achieved high consensus, not only finalizing technical options for this key project but also opening a new chapter in comprehensive cooperation to develop Vietnam’s railway industry.

 

These outcomes are also critical foundations for Discovery Group and its partners to present to the Government a comprehensive and optimal solution suitable for Vietnam. They also serve as criteria for establishing a fully integrated technology transfer pathway.

 

7 KEY TECHNOLOGY DOMAINS UNIFIED

 

The technology partners, together with Discovery Group, analyzed and agreed on the most advanced solutions across 07 core technical sectors, ensuring the North–South High-Speed Railway meets international standards for safety, performance, and sustainability:

 

Integrated Infrastructure Technology: With infrastructure consisting of 60% bridges, 10% tunnels, and 30% ground foundation across complex terrain and natural disaster risks such as storms and flooding, Vietnam requires integrated technology solutions to build a safe, durable, modern, and fully compatible high-speed railway infrastructure.

 

Track Technology: Focus on ultra-precise design and load-bearing materials to ensure long lifespan and maximum stability for the 1,435 mm international-standard gauge at operating speeds of 320–350 km/h.

 

Rolling Stock Technology: Selection and optimization of locomotive and multi-purpose carriage designs (for both passenger and freight transport), ensuring energy efficiency and passenger comfort.

 

Signaling & Control Technology: Application of the European Train Control System (ETCS) Level 2/3 as the foundational platform for traffic density management, collision prevention, and ensuring absolute operational safety.

 

IT & Systems Technology: Development of a smart operation system including network management, e-ticketing, real-time passenger information, and data security.

 

Operation Technology: Development of flexible business models and scheduling systems, optimizing transport capacity for 133.5 million passengers/year and 20 million tons of cargo/year.

 

Maintenance & Diagnostics Technology: Implementation of AI- and IoT-based predictive maintenance solutions using smart sensors to reduce downtime and extend equipment lifespan.

 

COMMITMENT TO DEVELOPING THE NATIONAL HIGH-SPEED RAIL INDUSTRY

 

The greatest achievement of the meeting is the strategic consensus between Discovery Group and the technology partners regarding long-term cooperation.

 

The parties are committed not only to supplying technology for the North–South High-Speed Railway Project but also to jointly developing the entire railway sector of Vietnam. This cooperation includes:

 

Comprehensive Technology Transfer: Establishing large-scale technology transfer programs to help Vietnam master high-speed rail engineering.

 

Human Resource Development: Training a new generation of high-quality specialists and engineers to meet the demands of management, operations, and maintenance.

 

Domestic Industry Development: Promoting the target of more than 70% localization, building domestic supply chains and supporting industries, transforming Vietnam into a regional hub for production and maintenance.
