Hanoi, November 17, 2025 – Discovery Group has successfully organized a Technology Strategy Conference with the participation of 6 world-leading expert partners, to discuss optimal technical solutions for the North-South High-Speed Railway Project.

The meeting held on November 17, 2025 achieved a high consensus, not only having a technical plan for the project in this point but also opening a new chapter in the comprehensive cooperation in developing Vietnam’s railway industry.

These are also important key points for Discovery Group and its partners to present to the Government a comprehensive, optimal solution suitable for Vietnam. And these are also the criteria for us to have a comprehensive technology transfer plan. 7 KEY TECHNOLOGY AREAS AGREED

The technology partners have worked with Discovery Group to analyze and agree on the most advanced solutions in 07 core technical areas, ensuring that the North – South High Speed Railway Project meets international standards for safety, performance and sustainability:

Technology solutions for closed-loop infrastructure: With the infrastructure structure: 60% Bridge, 10% tunnel, 30% ground, in complex terrain, along with natural disasters, storms and floods, Vietnam needs closed-loop technology to build a safe, sustainable, modern and compatible infrastructure system

Track Technology: Focus on ultra-precise design and load-bearing materials, ensuring long life and maximum stability for 1,435 mm rail gauge (international standard) at operating speeds of 320 – 350 km/h.

Rolling Stock Technology: Select and optimize the design of locomotives and multi-purpose carriages (carrying both passengers and goods), ensuring energy efficiency and comfort for passengers.

Signaling & Control Technology: Applying the European Train Control System (ETCS) Level 2/3, which is the foundation for managing traffic density, preventing collisions and ensuring absolute safety.

Information Technology & Systems (IT & Systems): Building a smart operation system (Smart Operation System), including network management, electronic ticketing, real-time customer information and data security.

Operation Technology: Developing flexible business models and schedule management, optimizing passenger transport capacity (133.5 million passengers/year) and freight (20 million tons/year).

Maintenance & Diagnostics Technology: Implement predictive maintenance solutions based on AI and IoT, using smart sensors to reduce train downtime and extend equipment life.

COMMITMENT TO DEVELOPING THE NATIONAL HIGH-SPEED RAILWAY INDUSTRY

The biggest success of the meeting was the strategic consensus between Discovery Group and technology partners on a long-term cooperation vision.

The parties committed to not only providing technology for the North-South High-Speed Railway Project, but also to jointly develop the entire Vietnamese railway industry. This cooperation includes:

Comprehensive Technology Transfer: Establish large-scale technology transfer programs to help Vietnam master high-speed railway techniques.

Building Human Resources: Training a generation of high-quality experts and engineers to meet the needs of network management, operation and maintenance.

Developing Domestic Industry: Promoting the committed localization target of more than 70%, building a domestic railway supply chain and supporting industry, turning Vietnam into a regional manufacturing and maintenance center.

Mr. Jurgen Czilinsky, Vice President of Discovery Group, commented: “The November 17 event was a turning point. We have chosen the best technical solution and, more importantly, we have established a strategic alliance with the long-term goal of enhancing the capacity of Vietnam’s railway industry, ensuring that this project brings the most sustainable and macroeconomic benefits to the country.”

Discovery Group is committed to continuing to closely coordinate with the Ministry of Finance, the State Bank and other relevant agencies of Vietnam to complete appraisal procedures in accordance with the Government’s direction.
